III. Procurement content: This is the lead underwriter of this non-publicly-directed debt financing instrument (work content: responsible for the issuance and underwriting of this debt financing instrument. Including project start-up, basic information, financial work papers, feasibility studies for fund-raising projects, Issuer's filing of filing materials; filing of auditors, lawyers, rating agencies; underwriting of related work and application for approval.)
The specific quotation range, procurement scope and the specific requirements to be achieved shall be subject to the corresponding provisions in Chapter 4 of this consultation document. The consultation documents of the service providers must meet the actual purpose of the procurement and completely realize all the requirements that should be met. If there is any place in the understanding that the service provider can not correctly determine, it should be proposed in accordance with the procedure of clarification before the negotiation as stipulated in the competitive negotiation documents. Otherwise, any adverse consequences resulting from this will be borne by the service provider.
Fourth, the qualification review of the qualifications of service providers in this project shall adopt the post-qualification examination method, and the main qualification examination standards are as follows:
1. Meet the conditions stipulated in Article 22 of the "PRC Government Procurement Law";
2. The person in charge of the unit is the same person or different service providers who have direct control and management relationships, and may not participate in government procurement activities under the same contractual project.
3, the special conditions of the procurement project requirements:
(1) A bank or broker registered in China with independent legal personality and qualified as a debt financing instrument lead underwriting business; familiar with the debt financing instrument application and issuance procedures, has the ability to bond underwriting; and has a special responsibility for non-financial corporate debt financing tool underwriting business Departments and professional teams who are familiar with relevant business rules; (copy of qualification documents is affixed with official seal)
(2) The performance of the successful issuance of debt financing instruments for non-financial companies in the past three years; (copy of the lead underwriter contracts and approval documents providing successful cases affixed with official seals)
(3) In the three years prior to participating in this consultation activity, it has not been punished, disciplined or other bad records by the relevant regulatory authorities;
(4) This project does not accept the Consortium Consultation. Service providers must participate in the project consultation as independent legal persons.
(5) Only qualified service providers who meet all the above criteria may pass the qualification examination.
