According to those who participated in bidding companies at the time, after the completion of product inspections and other formalities, LED subsidies for the first time were still pending due to the chaotic pricing of individual companies. On May 16, the State Council Executive Meeting decided to arrange 2.2 billion yuan to support the promotion of energy-saving lamps and LED lights through policies and measures to promote the consumption of energy-saving household appliances and other products, so that the originally estimated tender size could not meet the demand. It is reported that the subsidy product and form of the new round of tendering will remain unchanged, and a batch of LED product manufacturing enterprises and products will be selected through tendering and the supply price will be determined. The subsidy funds shall be indirectly subsidized, and shall be subsidized by the financial subsidy to the successful bidder. The subsidy shall be sold to the end-user by the bid-winning price of the bid-winning agreement minus the subsidy of the financial subsidy. The ultimate beneficiary is the end-user.

The announcement requires that the annual production capacity of the LED downlights and reflective self-ballasted LED lamps submitted by the bidders shall be no less than 200,000 baht, and the annual production capacity of LED street lamps and LED tunnel lights shall not be less than 30,000 baht. Industry insiders pointed out that the tendering of LED financial subsidies promotion project is expected to achieve the same effect, and will drive the entire general lighting market, including commerce, industry, and households, to start. According to statistics, listed companies such as Sunshine Lighting, Qinshang Optoelectronics, National Star Optoelectronics, Hongli Optoelectronics, BDO Runda, Foshan Lighting and Zhouming Technology have participated in the previous tender. Among them, Foshan Lighting and Sunshine Lighting have repeatedly won the national high-efficiency lighting product promotion project for energy-saving lamps. Foshan Lighting has previously announced that it has won the bid for the national high-efficiency lighting product promotion project for five consecutive years. In June 2011, the company announced that the number of actual successful bid winners after the bid for the promotion project was 7.798 million, and actually completed more than 7.86 million. Sunshine Lighting has also announced that it has won the bid for the promotion of efficient lighting products in 2012.

In addition, Hongli Optoelectronics has also increased its share of 80% of the company's shares in Guangzhou Yingying Gongyuan Energy Saving Technology Co., Ltd., aiming to share the "cake" of Guangdong LED promotion.
