Central Banking, a global central bank forum, has awarded its FinTech & RegTech award for the best distribution ledger program to the Central Bank of South Africa for its successful implementation of the Khokha project, which uses the Ethereum blockchain platform to process interbank payments and Settlement.

Tests have shown that distributed ledger technology (DLT) can realize digital rather than analog transaction processing, providing significant improvements for global transactions. Central Banking pointed out on its website that the success of the test shows that regulators need to address the bank’s security and privacy issues in order to improve global transaction processing.

Test simulated real-world conditions

The South African Reserve Bank designed and implemented the Khokha project within three months to test the proficiency, flexibility, confidentiality, finality and scalability of the DLT solution in order to process transactions under the realistic conditions of the overall payment system. The bank uses the Quorum network of JPMorgan Chase and Istanbul Byzantine fault tolerance and Pedersen commitment and scope proof.

The participating banks have created their own nodes and are able to mortgage, track and exchange tokenized rands (South African legal tender) on distributed ledgers.

The main goal of the Khokha project is to successfully process transactions while complying with the principles of financial market infrastructure. The project also established measurable goals for performance, transaction time, security and privacy.

The test uses an established benchmark

The Central Bank of South Africa has set a goal that even if 95% of transactions are verified in less than one second, 99% of transactions are verified in two seconds. Although the Central Bank of South Africa retains visibility of all transactions, participating banks cannot view each other's transactions.

The network can manage the daily transaction volume within two hours, and provide settlement termination and complete transaction privacy. The central bank supervises the transactions processed within two seconds through a network of geographically distributed nodes.

Central Banking pointed out that regulators need to work together to protect the financial system in ways that will not stifle innovation.
