At present, it still faces many obstacles such as difficulty in promotion, difficulty in financing, and difficulty in recovering funds. Energy-saving enterprises generally feel that it is difficult to survive. The reporter has conducted an in-depth interview on how to solve the problem of energy-saving management in China.
Energy-saving management potential, energy-saving enterprises are difficult to survive
According to estimates, China's annual energy-saving potential can reach 250 million tons of standard coal, and the energy-saving industry has a market capacity of hundreds of billions of yuan. Although China's energy conservation results have increased significantly every year, there is still a large gap between the energy consumption per unit of GDP and developed countries. For example, Japan's energy consumption per 10,000 yuan of GDP is 0.18 tons of standard coal per 10,000 yuan, while Shanghai is 1.18 tons of standard coal. The gap shows huge energy saving space.
In the past, China's energy-saving management adopted a three-in-one planning system of government energy-saving authorities, energy-saving service agencies at all levels, and enterprise energy-saving management departments, and it is increasingly unable to adapt to the market-oriented trend of energy-saving management. The energy-saving industry has developed very slowly in China. At present, the national energy-saving market is only 400-500 million yuan. It is the most urgent task in China's energy-saving field to guide and promote the transition and transformation of energy-saving mechanisms to the market.
In the 1970s, developed countries developed a new market-oriented energy-saving mechanism EMC, which was contracted by specialized energy service companies and energy-saving retrofit customers to implement energy-saving renovation and management. For energy-saving companies, it is equivalent to burying the profits buried in waste by sharing the energy-saving benefits after project implementation, which is equivalent to burying the profits buried in waste; for customers, they can obtain energy-saving services without investing a penny. Save money and save energy, and there is no business risk.
EMC has developed rapidly in developed countries, and energy-saving management and service industries have become an international new industry. Since 1996, China has tried to introduce EMC from abroad, and has carried out demonstration projects in some cities across the country, and has achieved some energy-saving effects. For example, since Shanghai promoted EMC in 2002, it has accumulated more than 3 million tons of standard coal. In 2004, the National Medium and Long-Term Special Plan for Energy Conservation introduced the promotion of new energy-saving mechanisms such as EMC as an important safeguard for building a resource-saving society.
But unfortunately, this kind of energy-saving model with huge market potential and multi-win effect has not gone smoothly in China.
Hu Yongzhong, chairman of Jiangxi Energy Conservation Technology Co., Ltd., said that energy conservation cannot be separated from the government's strong promotion. However, China's energy conservation work is still a long-term management, lacking a strong organization and coordination mechanism, and energy-saving companies are more like children without mothers. All local development and reform commissions, economic and trade commissions, finance, construction and other departments are involved in energy conservation management, but in fact no department has really been in place. The energy-saving office has a heavier component, and there is no enthusiasm for energy-saving work. The energy-saving company's active door-to-door contact is often pushed off.
Fu Aijun, head of the Jiangxi Provincial Energy Conservation Supervision Corps, said that their main responsibility is to supervise the energy conservation and emission reduction work of 100 key enterprises. The energy conservation company is a purely market-oriented business entity and is not included in the business management scope of the energy conservation department. Self-destructive state. They also often take the initiative to contact the energy-saving company to contact the business and coordinate the loan. However, there is no clear support policy in the province. Some government functional departments are not motivated and the market is difficult to develop.
Xiaoshan, chairman of Jiangxi Youhe Energy Savings Co., Ltd. said that EMC is currently in a state of no one to control, the market order is very irregular, and energy-saving companies often encounter defaults and defaults on energy-saving. In recent years, Youhe has made energy-saving renovations for many hotels and buildings, and invested more than 1 million yuan. Currently, the energy-saving funds recovered in succession are only 110,000 yuan. Now many private enterprises come to discuss EMC business, but because of the arrears of funds, the company is temporarily afraid to pick up the business.
It is understood that there are only a few energy-saving companies in Jiangxi Province that are still operating EMC business normally, and most energy-saving companies have switched to other businesses. In the country, only EMC, Shanghai, Beijing, Kunming and other cities have carried out the promotion work.
