4. Operating procedures:

13. After receiving the power outage ticket, the person in charge of the transformer room should do the following work;
13.1 The staff of the working group shall confess the safety measures on the site of the power outage, the scope of the permit work, and the surrounding live parts.
13.2 If there is a live part around the power outage site, special guardianship shall be designated;
13.3 It is not allowed to work alone in a partially de-energized high-voltage room or transformer room.
14. Fill in the security measures for the power outage ticket;
15. Fill in the operation ticket for the switch, operate by the attendant, and take safety measures;
16. The person in charge of the escort will go to the scene of the power outage to check the safety measures, and verify the power outage equipment with the electroscope. The certificate clarifies that there is no electricity;
17. Responsible for the location of the surrounding live equipment and precautions for the person in charge of the work;
18. If there is a live part around the power outage site, special person supervision should be appointed; when the work person in charge signs the work permit of the power outage ticket, the work permit is torn off and handed over to the person in charge of work, and the work is started.

21. After receiving the cancellation notice, the supervisor of the transformer room will cancel all safety measures and sign the cancellation of the power-off ticket after checking the work permit (supervisor).

23. In the event of an emergency, you may not need to operate the ticket, but you must cut off all relevant power sources, hang up the power card at the disconnected county, do the necessary safety measures and have someone to guard. After the event, the duty record should be made and reported to the supervisor.
When the emergency is handled, you may not go through the power outage.
24, where the county hangs the electrical equipment of the power card, is not allowed to close the power transmission, has not written off the power outages, the power card is not allowed to pick up.
25. The blackout ticket should be filled in with a pen and must not be altered. The blackout ticket that has been cancelled should be properly kept and handed over to the direct jurisdiction for future reference.
